After shooting in London, Barcelona and Paris, Woody Allen made his latest European backdrop Rome. To Rome With Love opens Friday in Italy — in Italian. The movie is a magnificent postcard of the eternal city — a carefree romp along cobblestone streets nestled between ancient ruins and Renaissance palaces. A soft yellow glow pervades every scene. It projects an image of the sweet life with all the charms under the Italian sun, set to the tune of old standbys like “Volare” and “Arrivederci Roma.”

Allen has said he grew up watching Italian cinema and was influenced by its grand masters. While there’s nothing neorealist in his latest movie, it has an echo of Fellini’s The White Sheik, and Penelope Cruz’s performance in one segment calls to mind Sofia Loren’s high-end call girl in Vittorio de Sica’s Yesterday, Today and Tomorrow.

Woody Allen is now in love with Rome, after his trysts with London, Barcelona and Paris. His next film will be called To Rome With Love, which will capture the mood, the flavour, the history and the tradition of a great city, said to have been built by Romulus and Remes, twins suckled by a she-wolf.

The movie was earlier titled, Nero Fiddled. But not many can identify Rome with Nero, the emperor who played the fiddle while the city burnt. Producer Sony Pictures Classics said that “Nero Fiddled, while an appropriate and humorous phrase in the USA, is not a familiar expression overseas, and many international territories preferred a more globally understood name.”. So, it is To Rome With Love, which will probably remind us of another wonderful film, Roman Holiday (1953), where Gregory Peck and Audrey Hepburn delighted us with their comic romance.

To Rome With Love is also about romance, about a number of people in Italy – some Italians, some Americans – and their adventures and predicaments. With an impressive star cast that includes Allen, Alec Baldwin, Roberto Benigni, Penelope Cruz, Judy Davis, Jesse Eisenberg, Greta Gerwig and Ellen Page, the movie will open on June 22. It is not yet clear when it will screen in India.

Allen has been, for some years now, romancing with several European cities, making a film in each one of them. He began this odyssey with Match Point, a romantic thriller set in London, narrating the story of a tennis coach who would stop at nothing to reach the higher echelons of the society.

Allen’s next, Vicky Christina Barcelona, set in the Spanish city, paints the life of a Bohemian artist, whose former wife would not let him have his flings with two attractive visitors.

The director’s 2011 Midnight in Paris is a hauntingly beautiful, and of course romantic, look at the French capital by night, when at the stroke of 12, a screenwriter enters into the magical world of luminaries like Ernest Hemingway and Pablo Picasso – to finally find his inspiration.

If the International Olympic Committee is feeling dejected by Rome’s eleventh-hour decision to withdraw its bid to host the 2020 summer Games, it is not letting on.

Instead, the organisation says it is “reassured” by the decision of Italy’s Prime Minister to pull out before this week’s deadline because the country cannot justify the multi-billion-dollar project of staging the world’s biggest sporting event.

Rome’s last-minute withdrawal this week leaves five candidates vying for the 2020 Olympics: Madrid, which is persisting despite Spain’s considerable economic woes, Tokyo, Doha, Istanbul and Baku. But the IOC says it is less interested in the number of candidates pitching for the Olympics than it is in the quality of the bids.

IOC spokeswoman Sandrine Tonge told The Age yesterday of Rome’s withdrawal: “We take note of and respect this decision.

“What matters to us is the quality of the projects.

“During these challenging times it is reassuring to see that only cities that are confident with the high calibre of their bids are entering the competition.

“We still have a strong group of applicant cities bidding to host the Olympic Games in 2020.”

Rome was one of the first cities to put itself forward for the 2020 Games but, despite IOC lobbying right up until this week’s submission deadline and a highly publicised petition from more than 60 well-known Italian athletes, did not follow through.

Prime Minister Mario Monti said bidding in such dire financial times for his country would have been an “irresponsible” use of tax-payers’ money.

Greece’s over-spending on the 2004 Olympics in Athens has been identified as a factor in the dire financial state of that country now. Yet when British politicians and Olympic officials are questioned about the wisdom of their big spend – London has a public-sector budget of $14.6 billion to stage this year’s Games – they say that hosting the event will stimulate the economy.

The 2020 Olympic host city will be announced next September and, since Rome withdrew, it’s unlikely any of the candidates will be cut by the IOC’s executive board this May.

It is unclear whether Rome intends to bid instead for the 2024 Olympics when it’s widely expected the United States will pitch again as well as a South African city.

The IOC stressed yesterday that it encourages bidders, and ultimately Olympic hosts, to restrict their outlay on the Games as best possible.

Tonge said the organisation runs seminars on curtailing spending and that it is a priority that funds – the majority of which come from the public purse of the Olympic host city – are “spent in the right way”.

“Cities see their bids as an investment for the future. As such, the IOC aims to ensure that each bid, irrespective of the final outcome, leaves a positive legacy for the city,” she said.

“While it is ultimately up to each bid city to determine how much they spend and where they spend it – in line with their vision and what they are trying to achieve through their bid – the IOC encourages them to limit expenditures wherever possible.”

The snow covered palm trees, ancient Roman ruins and Baroque churches across the normally mild-weather Italian capital which has only seen one snowfall in the past 15 years in which the snow stayed on the ground for a whole day.

“Avoid moving around unless strictly necessary,” Rome mayor Gianni Alemanno advised residents of the Eternal City on TG1 news channel, as the civil protection agency ordered all emergency services to be on high alert.

Schools and municipal offices have also been closed down and teams of 400 volunteers were driving around the city to help dig snow away from schools, pharmacies and hospitals, as well as aiding cars trapped in the snow.

Like the Colosseum, the Via dei Fori Imperiali was closed off to tourists and some cars could be seen driving around the city in snow chains.

In the Vatican, a smiling Benedict was spotted peering out of his window at the snowflakes.

Temperatures in the Alpine region of Piedmont in northern Italy meanwhile went as low as minus 30 degrees Celsius (minus 22 Fahrenheit).

The weather caused flights delays in northern Italy and traffic was backed up on several motorways in central parts of the country. The interior ministry advised drivers to avoid large parts of central Italy if possible.

A bus with 45 elderly passengers was stuck in snow for three hours in a mountain town near Naples and had to be evacuated by emergency workers.
